In the US, the Biden Administration’s Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence Executive Order (EO 14110) of October 30, 2023, enshrines eight guiding principles—risk management, bias reduction, and human oversight among them—while requiring chief AI officers in major agencies. In China, there is the imposition of strict data-localization requirements and new AI content labelling requirements from September 1, 2025, prioritizing social stability and national sovereignty issues. Against this background, senior leaders need to understand the heterogeneity of the global AI policy environment to craft resilient compliance strategies and achieve competitive advantage.
The EU AI Act (Regulation 2021/0106), adopted in April 2024, set the world’s most risk-based, all-encompassing framework. Systems are categorized into four bands—Unacceptable, High, Limited, and Minimal risk—each with increasingly stringent standards. High-risk applications (e.g., biometric identification, credit scoring, medical devices) require third-party conformity assessments, detailed technical documentation, and post-market surveillance. Non-compliance will result in fines of up to €35 million or 7 percent of worldwide turnover, whichever is higher.
